Motion made at 5:38 pm by Freeholder Vetrano to open the meeting to the Public, seconded by Freeholder Parrott ad passed unanimously.

Comments from Thomas Caggiano

Mr. Thomas Caggiano, Stanhope Borough, came forward; he gave a brief outline of his personal background; he referred to the various documents that he had previously provided to the Board, (copies on file in the Clerk of the Board's Office) noting that the newspapers, the Department of Justice and many other organizations had also been notified.

Mr. Caggiano said that the reason he was present was because the County and the State were under a crisis; he referred to a site plan map (Not in minutes: Block 10902 Lot 10 and 12, 2 and 6 Oak Drive, Stanhope) depicting his home and a nearby development; he discussed the development, the plans of the development, soil conditions, etc.; Mr. Caggiano highlighted hs efforts to investigate the development; he listed those persons and government officials he had contacted regarding his efforts, he discussed persons he believed were responsible for his issues with the Borough of Stanhope

Tom Caggiano a convicted victim now nineteen (19) times with restraining orders by corrupt Superior Court Judges and Municipal Judges denying me the right to vote, the right of free speech, the right to assembly and the right to present greivances in a County that states there is freedoms but is despotic beyond belief. A county of the United States of Tyranny upon We the People which denies rights even of Religion. A county that starts wars based upon lies by its corrupt President George W. Bush in his State of the Union for Oil, for Money, for Power for Envy and for Greed which shows that We have the Best Congress that lobbiest can buy as hedge funds managers making billions pay a lower tax rate then the Janitor, as stock options which are NOT reported to the IRS are back dated by over a 1,000 companies and NONE of these corrupt CEOs go to jail with their corrupt Board of Directors. A county where four Trillion dollars is given out to Banks by a FED and Department of the Treasury that changes its announced positions daily without any transparency and the Department of Treasury changes Tax laws to give bail outs and allow the banks to buy Billions of Dollars of losses for pennies on the hundred dollars so they can avoid paying taxes for the next generation and a county that is going to have a Trillion dollar debt in 2009 alone.

A County that uses weapons and threatens other countries by its planned use of cruise weapons and remotely controlled weapons to use Shock and Awe to destroy their citizens and their county's environment and cities. That is the United States of America. The Bully and its GunBoat Diplomacy for generations. The United States of America - Discredit to the Founding Fathers and George Washington - a County that says one thing and does the exaxt opposite. - A county perhaps reborn under President Elect Obama as Hope always thrives.

The United States of America where homeless are on the sidewalk next to Million Dollar Condomiums in the City of Brotherly Love, Philidephia, next to the JFK Love Park and the Holocost Stature a Block away. The United States of America - A county where the victims are prosecuted by its corrupt Despotic government of Supression and Sedition against the People.
